TNCA-TDCA LEAGUE SEASON 2024-25

TITLE

The League will be called TNCA-TDCA LEAGUE SEASON 2024-25

The main objective of the tournament is to improve the standard of the game in the Thoothukudi District and to provide an opportunity to the players in the Thoothukudi District for exposure in the competitive game.

The league is organized by the Thoothukudi District Cricket Association (TDCA)

ELIGIBILITY

The players representing the respective club/team affiliated with the TDCA shall have a continuous residence within the geographical boundary limits of the Revenue District of Thoothukudi as prescribed by the government of Tamil Nadu and shall be having a Birth place certificate within the boundary limits of the Thoothukudi revenue district as prescribed by the Government of Tamil Nadu.

Any Player born in our districts are eligible to take part in the League Season, the Captain shall ensure that the Players have any one of the following documents.

  1. Birth Certificate
  2. Ration Card / Voter ID / Passport
  3. Aadhar Card issued date not later than 31.12.2024 which was approved by the Executive Committee & League sub Committee

No Outstation Players will be allowed to represent our League Matches or any affiliated Matches and Tournaments Conducted by TDCA, however the Players studying in our districts are allowed to represent in our district matches by submitting the Bonafide Certificate from the respective Institution head for the current season 2024-25 ( with recent photo enclosed ) along with the residential proof and undertaking letter by the players and from the Club Secretary stating The student is not playing any affiliated matches conducted in their residential town.

  • The Students has to submit the above details ( Bonafide Certificate / Residential proof / Undertaking letter ) to the association for League Sub Committee approval 2 weeks prior to the match schedule failing which the player shall not be entertained Nor allowed to play in the matches.
  • Upon receipt of the League sub committee approval the concern student name shall be circulated to the members for their information.
  • In deviation of the above rules , the Captain alone will be held fully responsible in case of any issues found on that particular Player and in case of any issues the player shall be stopped immediately from the league season and the team captain will be suspended for the next 3 matches and ( -6 ) points shall be deducted from the league season.
  • TDCA also approve Employees working in state / Central residing in our districts to participate in our League or any affiliated matches by providing their employment ID Card along with the Undertaking letter and from the club secretary 2 weeks prior for seeking approval with the league sub committee.
  • Any Players who does not meet the above Criteria are not eligible to take part in our TNCA TDCA League Matches and any affiliated matches conducted by our Association.
  • The MCC Laws of cricket (2017 code 3rd edition 2019) playing conditions shall be applicable to all the matches except as varied here in this rules.
  • Conceding of matches and giving walkover at any stage of the tournament is not permitted
  • Under arm bowling is prohibited.
  • No taping is allowed for bowler on his bowling hand for any reason.
  • A person or object or animal coming on to the field of play and made contact with the ball while ball in play shall not be regarded as boundary. However if both umpire consider the ball would have reached the boundary regardless of the intervention, the boundary should stand.
  • All the matches will be played on league basis with 50 over-a-side basis for Div –I & II , 40 Overs for Div III & Div – IV.
  • The matches will commence at 9.30 am for all divisions.
  • The Teams should be present at the venue atleast 30 minutes before the scheduled start.
  • Any team fails to report at the venue even after the grace period of 60 minutes, shall be deemed to have lost the match.
  • The players shall enter the field of play only with proper cricket attire.
  • Where the start of any match is delayed due to any unavoidable circumstances, the number of overs shall be reduced proportionately so as to ensure that both the teams shall have equal number of overs to play out of the remaining possible time. For calculating the above, one over for every 4 minutes or part thereof of the remaining time shall be allowed.
  • In case of teams reporting late to the ground, 1 over shall be reduced for every 4 minutes of late arrival If any team not reported after 60 minutes, then umpires shall award the match to opposite team.
  • Captains of the teams shall handover the list of players to umpires indicating the playing XI and reserves atleast 30 minutes before the commencement of each match duly signed by the respective captains.
  • Each captain shall nominate 11 players + a maximum of 4 substitutes in writing to the umpires before toss. No player may be changed after the nomination without the consent of the opposing captain.
  • If there is any suspicion regarding a player’s residence proof, the respective captain must report it to the match officials before the toss.
    Any such complaint raised after the completion of the match will not be accepted.
  • Players of each team should be physically present at the time of Toss. Players who are not present physically at the time of Toss will not be permitted to play in the match under any circumstances.
  • In case if any team not reported at the time of toss 60 minutes of grace time will be given from the scheduled start time. However, 1 over shall be deducted for every 4 minutes of time upto Maximum of 60 Minutes.
  • TDCA will appoint 2 umpires for every match. Neither team shall have a right of objection to an umpire”s appointment.
  • An umpire may alter any decision provided that such alteration is made promptly. This apart ,an umpire’s decision once made is final.

Umpires shall be the sole judges of the ground, weather and light conditions for play

  • Each team shall bat for 50 overs unless all out earlier
  • If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. The interval shall be reduced to o enable the second innings to commence at the scheduled time, subjected to a minimum interval time of 20 minutes. The team batting second shall receive its full quota of 50 overs irrespective of overs it bowled in the scheduled time for the cessation of the first innings.
  • If the team fielding second fails to bowl 50 overs by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result is achieved.
  • When matches are interrupted due to inclement weather conditions or exceptional circumstances, the following shall apply
  • To constitute a match minimum of 20 overs have to be bowled to the team batting second subject to the innings not being completed earlier which will be applicable for Div I , II, III & IV .
  • (i) (ii)Where the team batting second have not played a minimum of 20 overs, the teams shall share the points (each team wil get 1 point each).If the match is abandoned after toss due to inclement weather conditions or NO play is possible due to exceptional circumstances, both teams shall share the points(each team will get 1 point each).
  • No bowler shall bowl more than 10 overs.
  • The quota of overs per bowler shall be determined as 1/5 th of the total overs the team is required to bowl and any part thereof shared equally by all the bowlers.
  • During the match, if any bowler is injured or incapacitated and unable to complete the over, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of next over from the other end.
  • Two drinks break per session shall be permitted, each 1 hour 10 minutes .The provisions of rule shall be strictly observed except that under conditions ox extreme heat the umpires may permit extra interval for drinks that too not exceeding 5 minutes.
  • An individual player may be given drink either on the boundary edge or during the fall of wicket, provided no playing time wasted. Any player taking drinks in to the field of play must be in proper cricket attire.
  • First session: 9.30 am-1.00 pm
  • Lunch: 1.00 pm-1.45 pm
  • Second session: 1.45 pm-5.15 pm
  • In case of win, the winning team will get 2 points and in case of Tie, the teams shall share the points (each team will get 1 point each). If the match is completed and both the teams score the same number of runs, then the result is TIE.
  • No points for any team lost its match.
  • Correctness of result of the match shall be resolved as soon as possible and a final decision made by the umpires at close of play.

A bowler shall be limited to two fast short pitched deliveries per over. Third or any subsequent such delivery in that over shall be called as “no ball” by the umpire.

Free hit applicable for all kind of No ball.

Power Play in a 50 Overs Match , it may be proportioned for 40 overs and below.

  • Power play not more than 2 fielders outside the 30 yards Circle ( Overs 1 – 10 )
  • Maximum of Four fielders are allowed outside the circle ( Overs 11-40 )
  • In the Final 10 overs (Overs 41-50 ) Maximum of Fiver Fielders are allowed outside the Circle .
  • Umpires shall have the discretion to allow substitutes for an injury/illness that occurs DURING THE MATCH/or for any other wholly acceptable reasons at the start of the match or at any subsequent time. In all other circumstances substitutes shall not be allowed.
  • If a fielder failed to take the field with his side at the start of the match or any time later, or leaves the field during a session of play. the umpire shall be informed of the reason for his absence and he shall not thereafter comes in to the field of during the session of play without the consent of the umpire.
  • The player shall not be permitted to bowl in the match until he has been either able to field or his team subsequently been batting for the total length of playing time for which he was absent subjected to maximum cumulative penalty time of 90 minutes.
  • A batsman shall not be permitted to bat until the expiry of his penalty time or if his side lost 5 wickets whichever is earlier.

If the incoming batsman is not in a position to take guard or his partner not ready to receive the next ball within 3 minutes of fall of previous wicket ,it shall be considered as time wasting by the umpires.

Accidental run outs are allowed

  • Umpires are the sole judges of fair and unfair play . Umpires decision is final at any stage in the course of the match.
  • A player can play for only one team throughout the league season. once a player has represented for one team , he cannot play for any other team or any other division in that entire league season.
  • Conceding of matches or giving walk over at any stage of the tournament is not permitted. Teams violating this, on any grounds will be debarred from participating in the tournament for current as well as next year also.
  • Any player of any team found behaving in an undisciplined or disorderly manner during the match will face immediate eviction from the ground and will not be allowed to participate any further in the match.
  • The executive committee of the TDCA will decide on the disciplinary action to be taken against the concern team/player, which may extend up to debarring the team /player from participating in the league upto a maximum period of 2 years. The decision of the TDCA Executive Committee will be the final in all such matters.
  • Requests for postponement of matches will not be entertained in any circumstances.
  • Protests if any, shall be lodged in writing within 24 hours after the close of the match to The Secretary, TDCA.
  • If any player found guilty on the basis of written complaint by the umpires , immediate action will be taken by the League Sub committee before that team’s next match itself.
  • League Sub committee’s decision will be the final in any disputes.
  • Team Captains are responsible and ensure that the scores are recorded and written clearly while their team is batting as we are appointing online Scorer however the umpires are alone responsible for any correctness of scores, the Captains should ensure that they sign near the results mentioned in the Scoresheets.
  • At any Cost TDCA will not entertain for any walk over of matches nor arguing , showing dissent actions towards umpires by word or verbally against his decisions players and teams involving is such activities will be viewed seriously and the Players involving is such activities will be suspended fully for that Season and the teams shall be penalized with ( - 2 Points ).
  • The Team Captains are fully responsible and shall ensure that all the grounds are kept clean and ensure that the players discipline with in the field of play and in the ground, Kindly co operate with the ground management to keep the ground neat and clean , use the dust bins for throwing the wastages.
  • Play off Pattern Matches divisions wise will be conducted as usual for this League Season 2024-25.
  • League Sub Committee shall not give any postponement for any teams request for TNCA City League Matches.
  • League Sub Committee shall post matches on Saturdays / Holidays if possible with mutual agreement between the teams for the Div I , II, III & IV in case of any one of the teams request for postponement after the matches are scheduled , the committee shall not involve nor force the opposing teams.
  • Any infringement of eligibility rules will entail debarring of the player / Captain of the concerned club from the participation of any affiliated matches conducted by our association for the next two years and the entire team shall be scratched from the current league Season too.

ANTI DOPING POLICY

During matches players / Match officials will be monitored and checked randomly for doping and alcohol. If any player will found guilty, he will face immediate eviction from the ground and will not be allowed to participate any further in the match and entire league season. The same will be reported to the League Sub Committee for further disciplinary action.

PROMOTION AND RELEGATION

At the end of league season, the top two teams of each divisions will be promoted to Upper Divisions and last two teams with the lowest points will be degraded in to Lower division for the following league season. In case of equal points between two teams at the end of the league matches, the winner will be decided on HEAD TO HEAD BASIS. In case more than two teams having equal points then relegation is based on AVERAGE RUN RATE BASIS.

1. PREAMBLE

The TDCA is committed to promoting cricket in a professional, respectful, and disciplined manner. This Code of Conduct defines the expected standards of behavior for all players, officials, umpires, and members representing TDCA in any capacity. The aim is to uphold the spirit of cricket, ensure fair play, and maintain dignity both on and off the field.

2. APPLICABILITY

This Code applies to:

  • All registered players representing TDCA or its affiliated clubs.
  • All office bearers, executive committee members, and subcommittee members.
  • Coaches, umpires, scorers, and support staff engaged in TDCA activities.
  • Any individual representing TDCA in events, meetings, or online platforms.

4. ON-FIELD CODE OF CONDUCT

  • Members must use all official communication platforms, including WhatsApp and social media, responsibly and respectfully.
  • Derogatory comments, personal attacks, or inflammatory posts against TDCA, its members, umpires, or players are strictly prohibited.
  • Official WhatsApp groups shall be used only for relevant cricket-related communication — avoid forwarding unrelated or political content.
  • Members are expected to uphold the reputation of TDCA while posting or commenting on any public forum or media platform.
  • Any violation of this code on digital platforms will invite disciplinary action, including suspension or removal from the group.

6.2. Media Representation

  • No member shall speak to the media or issue public statements on behalf of TDCA without written authorization from the Hon. Secretary.
  • Any official announcement shall be made only by TDCA office bearers.

7. ANTI-HARASSMENT AND ZERO TOLERANCE POLICY

TDCA follows a zero-tolerance approach to:

  • Sexual harassment or misconduct.
  • Bullying, intimidation, or physical abuse.
  • Use of alcohol or drugs before or during matches.
  • Gambling or match-fixing activities.

Any member found guilty of such behavior will face immediate suspension and possible reporting to law enforcement authorities.

8. DISCIPLINARY PROCESS AND ACTIONS
